Public institutions of higher learning in Missouri are prohibited from denying religious student associations any benefits available to other student groups, including recognition, facility use, communication channels, and funding

Religious student associations may require their leaders and members to adhere to the group's sincerely held religious beliefs, observance requirements, and standards of conduct without losing institutional benefits

Public institutions cannot substantially burden a student's exercise of religion unless doing so furthers a compelling institutional interest through the least restrictive means available

Students or religious student associations whose rights are violated may bring judicial or administrative claims against the institution and obtain appropriate relief, including monetary damages

Applies to all state postsecondary institutions governed by boards under chapters 172, 174, 175, or 178, community college boards of trustees, and other state technical school boards
