Repeals the exception that allowed scrap metal operators to purchase inoperable motor vehicles 10 or more model years old without obtaining the original certificate of title, salvage certificate, or junking certificate from the seller

Eliminates the alternative compliance process where scrap metal operators could submit a bill of sale and seller's state ID to the Department of Revenue instead of forwarding title certificates

Removes the provision that exempted scrap metal operators from verifying liens or security interests on inoperable vehicles 20 or more model years old

Retains existing requirements that scrap metal operators must receive original title documentation at the time of acquisition and forward all titles received from non-licensees to the Director of Revenue within 10 days
