Exempts utility employees, railroad corporations, telecommunications companies, FCC-licensed broadcasters, and low-voltage cabling contractors from licensure requirements

Requires political subdivisions to recognize statewide licenses in lieu of local licenses, while preserving their ability to maintain separate local licensing systems

Classifies knowing violations as class B misdemeanors and authorizes the board to suspend licenses for up to 3 years or revoke them for causes including fraud, incompetence, substance abuse, or criminal convictions
