Adds two-way telecommunications devices and their component parts to the list of items prohibited from being delivered, possessed, deposited, or concealed in correctional centers, city/county jails, and private prisons

Classifies possession of prohibited two-way telecommunications devices as a Class D felony in state correctional centers and a Class E felony in city, county, or private jails

Exempts law enforcement officers lawfully engaged in their duties from the telecommunications device prohibition

Exempts any person authorized by the correctional facility to possess or use a two-way telecommunications device within that facility
