Establishes the Missouri Science, Technology, Engineering and Mathematics Initiative within the Department of Higher Education to award matching funds to public institutions and increase student interest and graduates in STEM fields

Creates a Science, Technology, Engineering and Mathematics Fund managed by the state treasurer, with unused funds carrying over between bienniums rather than reverting to general revenue

Allows taxpayers hiring STEM student interns to redirect up to $5,000 of their state tax liability to the STEM Fund, provided internships are in Missouri, last at least 12 weeks, and require at least 15 hours per week

Creates the "Economic-Education Partnership Act" allowing employers who provide educational benefits or training in health care, engineering, or information technology to qualified employees (earning $200,000 or less annually) to redirect up to $5,000 of state tax liability to the STEM Fund

Caps the total annual tax liability transfers to the STEM Fund at $50,000 from all participating taxpayers combined; third-party donations do not count toward this limit
