State Board of Education required to develop A-F letter grade report cards for each school based on annual performance report percentages (A=90-100%, B=80-89%, C=70-79%, D=60-69%, F=59% or below), to be published on DESE website and distributed to parents by August 1 annually

Teachers hired on or after August 28, 2015 are ineligible for permanent tenure status and must receive annual contracts; only teachers hired before that date can attain permanent teacher status after five successive years

School districts must adopt performance-based salary schedules by July 1, 2016, with annual salary adjustments based on evaluations where student achievement measures count for at least 30% of the evaluation

Advanced degrees cannot be used in salary schedules unless the degree is in the teacher's area of certification or expertise

Repeals provisions allowing teachers to be placed on unpaid leave of absence due to decreased enrollment, reorganization, or financial conditions; removes seniority-based retention protections during staff reductions
