Expands seat belt requirements to all passengers in passenger cars (not just front seat) and to all occupants of trucks, removing the previous exemption for trucks over 12,000 pounds gross weight

Removes the prohibition on stopping vehicles solely to check seat belt compliance, effectively allowing primary enforcement of seat belt laws

Requires persons claiming a medical exemption to possess physician documentation and demonstrate the medical reason to the court if charged with a violation

Maintains existing exemptions for US Postal Service employees performing delivery duties, agricultural work-related activities, and children under 16 (covered under separate child restraint law)

Violation remains an infraction with a maximum fine of $10, no court costs, and no points assessed against the driver's license
