Repeals Section 168.124, RSMo, eliminating the leave of absence provisions that allowed school boards to place teachers on unpaid leave due to decreased enrollment, district reorganization, or financial conditions

Removes "abolition of particular subjects or courses of instruction" as a permitted reason for school districts to reduce the number of teachers or principals in the metropolitan school district

Eliminates the requirement that districts with fund balances over 10% of expenditures pay teachers at least $3,000 if placed on leave within 40 days of the education appropriation bill signing

Retains the 5-year probationary period for teachers in the metropolitan school district, with permanent status granted after satisfactory completion

Maintains existing removal procedures for permanent teachers, requiring written charges, 30 days notice, and majority board vote for dismissal based on immorality, incompetency, inefficiency, or other specified causes
