Districts are prohibited from determining a child is gifted based solely on participation in Advanced Placement or International Baccalaureate courses; gifted identification must meet the statutory definition in section 162.675

Beginning in the 2015-2016 school year, districts experiencing more than a 20% decrease in gifted program enrollment from 2014-2015 levels will have state aid reduced proportionally to the enrollment decline

Removes a previous provision that penalized districts for gifted enrollment decreases exceeding 20% from 2005-06 levels, replacing it with the new 2014-2015 baseline

Section 163.031 relating to state aid calculations has a delayed effective date of July 1, 2016
