Raises the MO HealthNet income eligibility limit to 100% of the federal poverty level for elderly persons (those eligible for old age assistance benefits)

Raises the MO HealthNet income eligibility limit to 100% of the federal poverty level for blind persons (those eligible for aid to the blind benefits)

Raises the MO HealthNet income eligibility limit to 100% of the federal poverty level for persons with permanent and total disabilities

Changes the income methodology from discretionary ("may be used to change the income limit if authorized by annual appropriation") to mandatory ("shall be used to raise the income limit")

Amends Section 208.151, RSMo, which governs MO HealthNet eligibility for needy persons under Missouri's Medicaid program
