Requires students graduating high school in 2017-2018 or after to demonstrate proficiency in math and English through end-of-course assessments (proficient/advanced on Algebra I and English I) or qualifying COMPASS/ACT scores, with accommodations for students with IEPs or 504 plans

Creates loan forgiveness pathway requiring full-time employment in Missouri beginning within one year of completing postsecondary education, with each 12 months of qualifying employment forgiving one academic year of loans

Establishes Higher Education Academic Scholarship Trust Fund in state treasury to administer the loan program, funded by appropriations, donations, loan repayments, and penalties, with administrative costs capped at 2% of total loan volume

Allows attendance requirement waivers for students unable to maintain continuous enrollment (24 credit hours in first 12 months, 30 hours each subsequent year) due to serious and unusual personal circumstances
