Establishes health care cost transparency requirements, mandating hospitals and providers disclose pricing information for the 100 most common inpatient procedures by DRG and 50 most common outpatient surgical/imaging procedures, including charges, negotiated settlements, MO HealthNet reimbursement, and Medicare rates

Reforms the Missouri Health Facilities Review Committee (certificate of need process) by changing membership from legislative appointees to appointed professionals in economics, medicine, hospital administration, insurance, and nursing, and reduces the geographic consideration radius from 15 miles to 5 miles

Expands the Joint Committee on MO HealthNet into a permanent body with authority to hire staff including an executive director, requires at least twice-yearly meetings, and mandates annual five-year MO HealthNet forecasts

Requires SNAP recipients to use photo identification on benefit cards, sign employment affidavits, and participate in work-related activities; makes TANF recipients ineligible for three years if found making cash withdrawals at casinos

Extends MO HealthNet managed care statewide by January 2016, requires managed care organizations to report medical loss ratios, provider network adequacy, and service utilization data, and prohibits managed care organizations from refusing contracts with providers willing to accept MO HealthNet fee schedule rates
