Allows covered voters (military, overseas, and related categories) to register and vote until 5:00 p.m. on the Friday before an election if they were discharged, returned from deployment, or separated from employment outside the U.S. after the normal registration deadline.

Expands voting options for covered voters to include federal office, statewide office, state legislative office, and statewide ballot initiatives through federal postcard applications without prior registration.

Extends the deadline for military-overseas ballot applications from Wednesday to 5:00 p.m. on Friday before the election.

Allows voters participating in the address confidentiality program (for victims of domestic violence, rape, sexual assault, or stalking) to provide confidential identification instead of their actual name and address on absentee ballot materials.

Declares portions of the act an emergency effective July 1, 2015, to protect security needs of victims of domestic violence and related crimes.
