Amends Section 473.663, RSMo, to correct a cross-reference from "subsection 2" to "subsection 3" of section 473.050 regarding the time period for presenting a will for probate

Allows any person claiming an interest in property as an heir to file a petition in probate court to determine heirs when no estate administration has begun within one year of death and no will has been presented for probate within the statutory time period

Requires notice of heirship determination hearings to be published once weekly for four consecutive weeks, with final publication at least seven days before the hearing date

Court decrees determining heirs and their property interests are conclusive evidence against all parties to the proceedings

Applies to deaths occurring on or after July 13, 1989
