Creates new section 26.900 to formally codify the Omnibus State Reorganization Act of 1974, which established Missouri's executive branch structure with 11 administrative departments including agriculture, conservation, education, highways and transportation, labor, natural resources, mental health, public safety, revenue, and social services

Defines three types of agency transfers: Type I (full absorption into new department), Type II (transfer with retained identity but subject to department head supervision for budgeting, personnel, and operations), and Type III (transfer with minimal supervision limited to budgeting and reporting)

Grants department heads exclusive budget-making authority over all divisions, commissions, boards, and agencies within their departments, with the commissioner of administration consolidating all department budgets for submission to the General Assembly

Removes provisions from section 217.035 regarding the Department of Corrections director's authority to designate a deputy director and repeals section 374.080 concerning the Department of Insurance's deputy director appointment process

Directs the revisor of statutes to change all statutory references to "section 1 of the Omnibus State Reorganization Act of 1974" to the new "section 26.900"
