Creates "The Missouri Criminal Enterprise Act" establishing racketeering as a class B felony for persons who conduct enterprise affairs through a pattern of racketeering activity, acquire interests through racketeering proceeds, or collect unlawful debts

Defines "pattern of racketeering activity" as at least two related incidents occurring after August 28, 2015, with the last incident within five years of a prior incident, covering federal racketeering offenses and Missouri felonies related to drugs, securities, sex crimes, stealing, and public corruption

Grants the Attorney General original jurisdiction to commence criminal and civil proceedings statewide, with authority to seek fines up to three times the gross value gained or loss caused

Authorizes civil remedies including forced divestiture of enterprise interests, restrictions on future business activities, dissolution of enterprises, license revocation, and forfeiture of corporate charters

Empowers the Attorney General to issue investigative demands for witness testimony, documentary materials, and written interrogatories, with obstruction of such demands classified as a class D felony (class E felony beginning January 1, 2017)
