Construction managers on public works projects may now bid on and perform actual construction work on projects they manage, provided they submit a sealed bid in the same manner as a trade contractor (previously prohibited)

Removes the prohibition that prevented construction firms sharing common ownership or control with the construction manager from bidding on or performing work on such projects

Successful bidders contracting directly with public owners must provide payment and performance bonds to the public owner

Construction management services contracts may be awarded on a negotiated basis regardless of whether the construction manager guarantees a maximum price, assumes financial responsibility for the project, or furnishes performance/payment bonds

Construction managers may now enter into contracts directly with successful bidders for construction work, rather than requiring competitive bidding for the management services contract in such cases
