Allows construction managers to bid on and perform actual construction work on public works projects they manage, provided they submit a sealed bid in the same manner as trade contractors (previously prohibited)

Removes the prohibition on affiliated construction firms (those sharing common ownership or control with the construction manager) from bidding on or performing work on the same project

Requires all successful bidders that contract directly with the public owner to provide payment and performance bonds

Permits construction management services contracts to be awarded on a negotiated basis regardless of whether the construction manager guarantees a maximum price, assumes financial responsibility, or provides bonds for the project

Authorizes construction managers to enter into contracts directly with successful bidders for construction work when they provide financial guarantees or bonds
