Requires the Missouri Public Service Commission to establish a transparent request for proposals (RFP) process for electrical corporations acquiring or constructing supply-side resources of 5 megawatts or more with contracts of 18 months or longer, to be completed by August 28, 2016

Mandates electrical corporations file resource plans with the commission every three years and issue RFPs when planning to acquire or construct supply-side resources, including detailed specifications on megawatt size, fuel type, costs, and pricing attributes

Requires an independent evaluator, selected through a separate RFP process and paid by the electrical corporation, to assess all bids while keeping pricing and proprietary information confidential

Allows electrical corporations to submit self-build options that are evaluated equally with other bids, but prohibits recovery from ratepayers of any self-build costs exceeding the proposed bid amount

Creates a presumption that costs incurred through the RFP process are reasonable and prudent, while authorizing the commission to deny cost recovery for imprudent conduct or failure to ensure a competitive process
