MO SB38

Establishes the Joint Committee on MO HealthNet as a permanent body with 10 members from both legislative chambers, with no more than 3 members from the same political party per house

Requires the committee to meet at least twice per year with 30 days public notice, including time for public testimony, and to seek recommendations from statewide healthcare professional organizations

Authorizes the committee to hire staff, including an executive director, to conduct audits, special reviews, or investigations of the MO HealthNet program and vendor contracts

Grants the executive director free access to inspect books, accounts, contracts, data, and papers within the departments of social services, health and senior services, and mental health related to MO HealthNet

Requires the committee to annually conduct a rolling five-year MO HealthNet forecast and submit recommendations to the General Assembly by January 1st each year, beginning in 2017
