Expands acceptable methods for serving nuisance declaration notices by allowing any mail service requiring recipient signature and return receipt, rather than only certified mail

Authorizes municipalities to add unpaid board-up costs, permit fees, and administrative costs to property real estate taxes when buildings are secured, repaired, or cleaned without necessary permits

Changes certification of nuisance abatement costs from the "city clerk or officer in charge of finance" to the "building commissioner or officer" who issues the demolition/repair order

Treats unpaid nuisance abatement costs added to real estate taxes as delinquent taxes, subject to standard delinquent tax collection laws
