Establishes a 10-member Task Force on the Death Penalty, including four state legislators, a circuit court judge, representatives from prosecuting and defense attorney associations, the public defender system, the attorney general, and two members from a prior death penalty assessment team

Task force must be appointed by December 1, 2015, and will analyze issues related to Missouri's capital punishment system, including the 2012 American Bar Association Missouri Death Penalty Assessment Report

Task force must submit policy recommendations to the governor, legislative leaders, and Missouri Supreme Court chief justice by January 1, 2018, when the task force expires

Imposes a moratorium on executions from August 28, 2015, to January 1, 2018, during which no execution dates may be set

Capital case proceedings, including first-degree murder trials and postconviction relief motions, continue during the moratorium as if no pause were in place
