Establishes the "Missouri Compassionate Care Act" creating a comprehensive medical cannabis program allowing patients with debilitating conditions (cancer, glaucoma, HIV/AIDS, PTSD, Crohn's disease, ALS, Parkinson's, and others) to obtain medical cannabis with a physician recommendation and state-issued registry identification card

Limits statewide licensing to 30 medical cannabis centers and 30 cultivation/production facilities, with the Division of Alcohol and Tobacco Control designated as the state licensing authority and the Department of Health and Senior Services managing patient registration

Sets possession limits at 2.5 ounces of usable cannabis per 14-day period for registered patients, with a waiver process for those requiring larger amounts based on physician documentation

Requires $12,500 nonrefundable application fees for both center and cultivation facility licenses, a $5,000 surety bond, proof of $500,000 in liquid assets, and mandates that 60% of stockholders be Missouri residents for at least 3 years

Prohibits cannabis consumption in public places, near schools, in vehicles, and correctional facilities, while allowing local governments to ban medical cannabis operations through voter referendum or enact zoning restrictions more restrictive than state law
