Electronic voting systems must produce election results from hand-marked paper ballots or paper ballots marked by accessibility devices for disabled voters

Direct-record electronic touch-screen voting machines may only continue to be used for disabled voters who choose them; when these machines are removed from inventory due to malfunction or wear, they cannot be replaced and must be substituted with paper ballot-marking devices

Computerized voting systems must have the ability to provide a paper audit trail

No election may be certified until an audit of the election returns has been completed
