Amends sections 288.380 and 288.381 RSMo regarding unemployment compensation benefits recovery and fraud penalties

Requires 15% of fraud penalty payments to be deposited into the state's unemployment compensation fund, with the remaining penalty amount credited to the special employment security fund

Authorizes the division to recover overpaid unemployment benefits through billing, state and federal tax refund setoffs, lottery winnings intercepts under section 313.321, and collection efforts under sections 288.160, 288.170, and 288.175

Expands recovery options for benefits received due to nondisclosure, misrepresentation, or division error to include direct repayment to the unemployment compensation fund in addition to deductions from future benefits

Updates statutory cross-references in section 288.381 to reflect renumbered subsections in section 288.070
