Establishes the Missouri 911 Service Board (replacing the Advisory Committee for 911 Service Oversight) with 14 members to oversee statewide 911 services, administer grants and loans, and set standards for emergency communications

Authorizes counties and cities to impose a monthly fee of up to $1.50 on communications service subscribers (including wireless, VoIP, and other technologies) to fund 911 services, subject to voter approval and board approval for fees exceeding $1.00

Creates a 3% prepaid wireless emergency telephone service charge beginning January 1, 2016, with proceeds distributed to counties and the Missouri Regional Poison Information Center (capped at $1 million annually)

Encourages consolidation of public safety answering points by requiring counties to consolidate or develop consolidation plans before imposing 911 fees, and prohibits new PSAPs from separating from existing operations without board approval

Grants the state auditor authority to conduct performance and fiscal audits of 911 boards, dispatch centers, and trust funds, and expands the definition of "political subdivision" to include 911 and emergency services boards
