Removes the restriction that prevented applicants from obtaining a permanent physician/surgeon license after failing licensing examinations three times in any U.S. state, territory, District of Columbia, or Canada

Eliminates the requirement that USMLE Steps 1, 2, and 3 must be completed within a seven-year period with no more than three attempts per step

Removes the exception that previously allowed MD/PhD or DO/PhD degree holders from accredited programs to receive extensions of the seven-year examination period

Retains existing waiver provisions allowing licensure for physicians already licensed in another state who have passed a licensing exam, have no disciplinary history, and hold board certification in their specialty
