Amends Section 630.140, RSMo to add individuals designated by the Department of Mental Health as "community mental health liaisons" to the list of parties who may access confidential patient records

Community mental health liaisons may receive mandatory disclosures of patient information and records, including medication details, for the purpose of coordination of care and services

Liaisons are also added to the list of parties who may receive permissive (discretionary) disclosures from mental health facilities and programs

Court records and files from Chapter 632 proceedings (civil detention/involuntary commitment) are made available to designated community mental health liaisons for care coordination purposes
