Extends the investigation timeline from 90 days to 120 days for special investigators to submit reports to the Missouri Ethics Commission, with additional 120-day extension periods available at the commission's discretion

Removes the commission's authority to initiate investigations on its own (previously allowed under subsection 5 of section 105.959), limiting investigations to those arising from filed complaints

Shifts appeals of commission determinations from the circuit court of Cole County to the Administrative Hearing Commission for non-criminal violations

Prohibits the Ethics Commission from seeking civil penalties against individuals who have already been criminally convicted for violations of the same ethics statutes (sections 105.450-105.496, 105.955-105.963, or chapter 130)

Requires confidentiality of complaint information until a report is filed with the commission, and allows complainants to request their names be withheld from filed reports
