Repeals seven existing sections of Missouri law governing telecommunications business license taxes and replaces them with four new sections, renaming the act from the "Simplification Act" to the "Municipal Telecommunications Business License Tax Modernization Act"

Expands the definition of "wireless telecommunications service" to explicitly include prepaid wireless telecommunications service, defined as service paid in advance and sold in predetermined units or dollars that decline with use or time expiration

Prohibits municipalities from imposing any business license tax on telecommunications companies after August 28, 2015, except as specified in sections 92.077 to 92.086, and removes previous references to tower and antennae taxes

Establishes specific sourcing rules for prepaid wireless telecommunications service, determining the tax applies only to retail sales deemed to occur in a municipality based on point of sale location, delivery address, company records, or the purchaser's mobile telephone number location

Preserves any court-approved settlement agreements between telecommunications companies and municipalities entered into before August 28, 2015, regarding business license tax applicability
