Expands the definition of bullying to include conduct that substantially interferes with educational performance or substantially disrupts school operations, and explicitly prohibits bullying on school property, at school functions, or on school buses

Requires district employees to report bullying not only when they have firsthand knowledge, but also when they have reasonable cause to suspect bullying or receive a report from a student

Mandates school districts notify parents or legal guardians of both the alleged bully and the target of a bullying incident

Establishes new required policy components including anonymous reporting procedures, prompt investigation protocols, anti-retaliation protections, annual staff training, and conspicuous posting of policies throughout school buildings

Directs the State Board of Education to develop model antibullying policies for districts by September 1, 2016
