Abolishes the death penalty in Missouri, making life imprisonment without eligibility for probation, parole, or release (except by act of the governor) the maximum punishment for first-degree murder

Repeals 16 existing statutes related to death penalty procedures, including execution methods (lethal gas or injection), death warrants, execution protocols, and Supreme Court review of death sentences

Requires defendants already sentenced to death prior to August 28, 2015 to be resentenced to life imprisonment without parole

Creates the "Death Penalty Costs Reinvestment Fund" in the state treasury, funded annually with an amount equal to what the state public defender's office previously spent representing death penalty defendants

Directs fund disbursements in equal allotments to three purposes: Department of Public Safety for crime victim services, Department of Elementary and Secondary Education for violence prevention programs, and Division of Youth Services for rehabilitation programs
