Expands Missouri's Amber Alert System to include a "Silver Alert" for missing endangered persons who do not qualify for an Amber alert but are missing under suspicious circumstances and believed to be in danger due to age, health, mental or physical disability, weather conditions, or being with a potentially dangerous person

Requires missing person complaints to include the name, address, and phone number of the guardian (if any) of the missing person, in addition to existing required information

Renames the "Amber Alert System Oversight Committee" to the "Alert System Oversight Committee" and requires it to develop criteria and procedures for both Amber and Silver alerts, as well as rules for the return of endangered persons

Mandates the alert system include coordination between the Department of Public Safety, Highway Patrol, Department of Transportation, Department of Health and Senior Services, and Missouri Lottery, along with volunteer broadcasters

Excludes runaways from the "endangered person" definition unless they meet additional criteria indicating suspicious circumstances or danger
