County political party committee members in first classification counties containing the major portion of a city with over 300,000 inhabitants (Jackson County) would be elected based on state representative districts rather than the current ward and township subdistrict system

Legislative districts wholly contained in the county would elect 6 committee members (3 men and 3 women); districts predominantly contained would elect 4 members (2 men and 2 women); districts partially contained would elect 2 members (1 man and 1 woman)

Committee districts must be redrawn within 6 months after each legislative reapportionment, with each portion of a legislative district in the county forming a single committee district

Removes the existing requirement for cities over 300,000 inhabitants to divide into 24-25 wards for county committee representation purposes

Retains the requirement that committee members must be registered voters and residents of the county and their committee district for one year prior to election
