Establishes the "Health Care Cost Reduction and Transparency Act" requiring hospitals to report quarterly pricing data for the 100 most frequently reported inpatient admissions by diagnosis related group (DRG), starting June 30, 2016

Requires hospitals and ambulatory surgical centers to report total costs for the 20 most common surgical procedures and 20 most common imaging procedures performed in outpatient settings, starting September 30, 2016

Mandates disclosure of five pricing categories: full patient charges, average negotiated settlements, Medicaid reimbursement amounts, Medicare reimbursement amounts, and payment ranges from the five largest health carriers

Requires the Department of Health and Senior Services to publish all pricing information on a public website in an easily understood format, with hospitals grouped by category

Hospitals and surgical centers must provide requested pricing information to patients in writing within three business days; reporting exemptions apply when disclosure could identify patients in violation of HIPAA
