Expands the "Heroes Way Interchange Designation Program" to the "Heroes Way Designation Program," allowing memorial signs on bridges and highway segments in addition to interchanges

Removes the restriction limiting eligibility to service members killed in Afghanistan or Iraq on or after September 11, 2001, now covering all U.S. Armed Forces members killed in action

Eligible applicants must be related by marriage, adoption, or consanguinity within the second degree to the fallen service member, who must have been a Missouri resident at the time of death

Applications require sponsorship by at least one current General Assembly member, proof of military service and death from the Missouri Veterans Commission or U.S. Department of Veterans Affairs, and a fee covering sign construction and maintenance costs

Signs are erected and maintained for 20 years, with designations renewable for additional 20-year increments; each fallen service member may only receive one designation, and 97% of fees are refunded if applications are denied
