Prohibits members of the General Assembly and statewide elected officials (governor, lieutenant governor, attorney general, secretary of state, state treasurer, state auditor), as well as their staff, employees, spouses, and dependent children, from accepting any tangible or intangible item, service, or thing of value from any lobbyist

Bars lobbyists from making contributions or expenditures to candidate committees formed by candidates for statewide office, state representative, or state senator for food, entertainment, lodging, or travel

Bars lobbyists from delivering any tangible or intangible item, service, or thing of value to statewide elected officials, General Assembly members, or their staff, employees, spouses, or dependent children

Removes previous provision allowing lobbyist expenditures for out-of-state travel or lodging for legislators if approved by legislative administration committees

Simplifies reporting requirements for lobbyist expenditures on group events by removing references to staff inclusion in invitations to legislative bodies or caucuses
