Modifies counting rules for the 4-child licensure exemption: related children now count toward the limit only if the caregiver is also caring for at least 2 unrelated children for pay, and caregiver's own kindergarten-eligible children living in the home are excluded from the count

Requires all child care facilities (not just unlicensed ones) to disclose their licensure status to parents, and mandates written disclosure of disciplinary philosophy and policies

Increases penalties for violations from $200 to $500 for first offense infractions, and from $200/day to $500/day (up to $10,000 total) for subsequent misdemeanor offenses

Grants the Department of Health and Senior Services authority to immediately close illegally operating unlicensed child care facilities upon documentation of illegal status or finding of emergency based on harm to children
