Raises the mandatory age for wearing U.S. Coast Guard-approved personal flotation devices from under 7 to under 12 years old for children on watercraft in Missouri waters

Expands the flotation device requirement to include children under 12 who are wading or swimming in navigable public waters more than three feet deep

Designates the section as "Hannah's Law"

Exempts children under 8 who are in fully enclosed portions of watercraft that prevent falling or being thrown overboard

Adds a new exemption for children under 12 who are supervised by a lifeguard; violations remain a class C misdemeanor
