Establishes four classification designations for school districts and individual school buildings: unaccredited, provisionally accredited, accredited, and accredited with distinction, with individual buildings accredited separately from the district as a whole

Creates the "Missouri Parent/Teacher Involvement Program" to provide grants for home visits by school staff, requiring at least 50% of staff to voluntarily participate; the program sunsets after six years unless reauthorized

Allows students in unaccredited schools to transfer to accredited schools within their district or in accredited districts in the same or adjoining county, with the sending district paying tuition; creates three regional education authorities (St. Louis Area, Jackson County, and Statewide) to coordinate student transfers

Requires schools in the St. Louis metropolitan area and Kansas City urban districts to implement response-to-intervention reading instruction and personalized learning plans for students reading below grade level, with potential retention for students not reading at grade level by end of second grade

Permits school districts to increase the school day length by 10% for unaccredited or provisionally accredited schools where 75% of students qualify for free and reduced lunch; creates the Extended Learning Time Fund to support this initiative
