Creates a "critical prescription access patient" category for MO HealthNet participants with HIV, cancer, or severe persistent mental illness who require at least 5 prescription drugs monthly, specialized compliance packaging, and multiple dispensings per month

Requires MO HealthNet to reimburse pharmacies and managed care organizations at least $25 per person per month for providing critical access medication management services

Limits prior authorization to no more than once every six months for qualifying patients, with authorization covering all prescription drugs rather than individual medications

Mandates electronic prior authorization processing to the extent possible for critical prescription access patients

Requires MO HealthNet to submit necessary waivers and state plan amendments to CMS, with managed care contracts to be updated no earlier than July 1, 2016
