Amends Section 327.272, RSMo to add "survey and location of rights-of-way and easements" as a new enumerated duty of professional land surveyors

Validates documents prepared by utility or communications service providers between August 27, 2014 and the effective date of the act that purport to affect real property rights, even if legal descriptions were not prepared by a professional land surveyor

Clarifies that duties listed in subdivisions (4) through (13) are not exclusive to professional land surveyors unless they affect real property rights (defined as recordable interests affecting land boundary lines)

Requires professional land surveyors to be in responsible charge of all drawings, maps, surveys, and work product affecting public health, safety, and welfare within their scope of practice
