Redefines athletic trainers as "health care professionals" who provide services to "physically active individuals" rather than just athletes, expanding their scope to include preventative health services, clinical examination and diagnosis, therapeutic intervention, and rehabilitation

Allows athletic trainers to initiate treatment for new injuries or illnesses with a prescription from an approved health care provider or through a functional protocol established by a collaborating physician

Authorizes the board to issue temporary licenses to qualified athletic trainers, including those licensed in other jurisdictions with substantially equal requirements

Removes the Missouri residency requirement for licensure applicants and eliminates the reciprocity provision that required other states to recognize Missouri licenses

Increases the penalty for violations of the Athletic Trainers Practice Act from a class C misdemeanor to a class B misdemeanor
