Qualified utilities must file a tariff with the commission or governing body by November 28, 2015, establishing rates for administrative costs, distribution service, transmission service, generation capacity service, and supplemental energy service

Contract customers are responsible for incremental delivery costs from renewable energy facilities to the transmission system, and utilities are not liable for costs related to customer default

Environmental attributes associated with renewable energy facilities remain the property of the facility owner unless otherwise specified in a contract
