Healthcare contractors for the Missouri Department of Corrections must submit real-time electronic copies of all paid invoices (hospital, medical, diagnostic, lab, pharmaceutical services) to the Office of Administration's chief information officer.

Invoice data must also be provided in standardized electronic formats (ASCII, text, or API) on an individual field basis to enable sharing across programs and databases and prevent data silos.

The Department of Corrections must develop procedures to protect offenders' personally identifiable information while still allowing tracking of individual healthcare costs and medical records across the system.

All required information becomes an open record under Chapter 610, with electronic copies provided at no cost to requestors, and must be made available to the state auditor and attorney general without charge or unreasonable delay.

Healthcare contractors failing to comply by October 28, 2015 become ineligible to provide services; terminated contractors (including successor or affiliate entities) face a five-year ban from providing services to the state.
