Establishes a framework for public-private partnerships allowing private entities to develop or operate qualifying projects including education facilities, public buildings, utility infrastructure, technology systems, and wireless broadband services

Requires responsible public entities to adopt publicly available guidelines before considering proposals, including criteria for competition, financial review procedures with cost-benefit analysis, and mechanisms for appropriating body review

Creates an 11-member Partnership for Public Facilities and Infrastructure Advisory Commission consisting of legislative members and executive branch officials to review qualifying project proposals from state-funded entities

Mandates comprehensive agreements between public and private entities that address performance bonds, liability insurance, user fees, maintenance requirements, and default procedures, with projects over $3 million subject to commission review and those over $50 million requiring additional oversight

Amends Section 610.021 to allow public bodies to close certain records related to public-private partnership negotiations, including trade secrets, financial records, and information that could adversely affect bargaining positions prior to agreement execution
