Increases the maximum per-barrel inspection fee for gasoline, diesel fuel, kerosene, heating oil, aviation turbine fuel, and other motor fuels in a phased approach: up to 2.5 cents through December 31, 2015; up to 4 cents from January 1, 2016 through December 31, 2020; and up to 5 cents after January 1, 2021

Director of Revenue sets the actual fee rate annually based on the Department of Agriculture's expenses for administering fuel inspection programs (sections 414.012 to 414.152)

Fees collected are deposited into the Petroleum Inspection Fund, which pays all expenses for administering the fuel inspection program

Unexpended balances in the Petroleum Inspection Fund remain in the fund and are not transferred to general revenue at fiscal year end

State Treasurer invests unused fund balances in interest-bearing accounts or U.S. government obligations, with all investment income credited back to the fund
