Expands the time period election challengers may remain present at polling places to include ballot counting, completion of closing certification forms, equipment takedown, ballot transportation case sealing, and return of election materials to authorities

Authorizes challengers to be present at absentee ballot counting locations while ballots are prepared and counted

Requires county committee chairs to submit signed designation forms with challenger names to local election authorities no later than four business days before an election

Allows replacement challengers to be designated before 5:00 p.m. on the Monday preceding the election if original challengers are found ineligible

Requires challengers to meet the same qualifications as election judges under section 115.085, except they must be registered voters in the jurisdiction of the election authority where they serve
