Narrows the scope of the Office of the Public Counsel's representation from "the public" to specifically "residential and small business public utility customers" in proceedings before the Missouri Public Service Commission

Adds a statutory definition of "small business" as an independently owned and operated business defined under Title 15 U.S.C. Section 632A and described by Title 13 CFR Part 121

Requires the public counsel to be served with all proposed tariffs, initial pleadings, and applications in proceedings affecting residential and small business public utility customers, as well as copies of all commission orders

Clarifies that the public counsel retains the right to appeal any Public Service Commission orders in proceedings affecting residential and small business public utility customers to the courts
