Renames the "Missouri Health Facilities Review Committee" to the "Missouri Long-term Care Facilities Review Committee" and narrows the certificate of need (CON) requirements to apply only to long-term care facilities rather than all health care facilities

Defines "long-term care facility" as facilities licensed under chapter 198, long-term care beds in hospitals, and long-term care hospitals meeting federal requirements under 42 CFR section 412.23(e)

Removes CON requirements for general health care facilities and new hospital construction, eliminating the $1 million expenditure threshold that previously applied to non-long-term care facilities

Maintains CON requirements for long-term care facilities with a $600,000 capital expenditure minimum and $400,000 major medical equipment threshold

Repeals section 197.366, which previously defined "health care facilities" to include new hospital construction, effectively limiting the CON program's scope exclusively to long-term care services
